1997, a Multi-Agency
Domestic Abuse Working Group was established in West Lothian to undertake work relating to domestic abuse of women, children and young
people. Since then the group has developed a comprehensive strategy for a collective approach to
prevention of domestic abuse. This project aims to promote the benefits of multi-agency working to
other European countries and assist
them to develop their own strategies. A
dedicated project worker would oversee and
monitor implementation of the domestic abuse strategies in each of the three
areas. The main aim of the project would be to encourage and facilitate communication
between voluntary organisations,
professionals and public authorities leading to best possible service provision.
A full evaluation of the
success of a multi-agency approach would be carried out, entailing research
into occurences of domestic abuse in each area, the use and development
of services, including the promotion

partners of the project consider the protection and assistance of the victims essential in the fight against the violence
inherent in such traffic, so the project
will also focus on assistance methods for the sustainable reintegration of the
victims in the country of origin,
so as to prevent that they are victimised anew, and for sustainable integration
when return is not possible. The
project provides for training activities, methodological support for training (brochures, video, guide), exchange of information, creating or
strengthening networks, study,
lobbying and the creation of a specific web site for the protection of the

international law by national, regional and international courts in order to advance the promotion and protection of women’s rights,
including the rights of adolescents and young girls. To this end, a compilation and analysis will be made of the decisions
applied to all forms of violence perpetrated against women, including, by
way of an illustration, sentences
applicable to acts of mutilation, exploitation and revictimization handed down
by the international courts competent on issues of human rights and
by the national courts in Denmark, Spain
and Ireland which apply international legal instruments and relevant national
legislation concerning the
promotion and protection of women’s rights. The sentences will be classified,
commented
on and complemented by the parties’ documents and the results of the
investigation will be put at the
disposition of judges, lawyers, orientation and assistance centres and

understanding and knowledge of the
problem of violence against lesbians, thirdly an inquiry into domestic violence
as a special problematic area of
violence against lesbians and fourthly working out a further education scheme to serve as a model for the cooperation countries. The overriding

KALEIDOS » project is the offshoot of the meeting between operatives specialising in the

sexual aggressors on the other. The purpose of the project is to minimise the traumatic impact and to
prevent subsequent offences or
trans-generational repetition of intra-family sexual abuse (IFSA) both for the
victims and for their family
environment (children, brothers and sisters, etc.). To this end, we intend to:
- take stock of the different European practices in dealing with IFSA - draw up, guide and disseminate a global meta-model for dealing with
IFSA situations that is integrative and adaptable to the social and cultural specific
features in Europe; -Establish a
pilot unit for dealing with IFSA situations that can experiment with the defined

Masculinity and Violence, aims to raise awareness and knowledge about ways
of working to promote a masculinity which confronts gender violence. The further aim is that
solidarity,

focus on building support among
interested groups and organisations in Europe. This will be done through
raising
awareness within Europe by disseminating information about groundbreaking work
on this issue taking place in
Nicaragua and the Caribbean and agreeing follow-up strategies and actions that
such groups can carry out to help sustain such work. It will be done by means of : I
Production of a Manual on Masculinity and Gender for distribution in the

Whereas the associative movement and the scientific world as
a whole, as well as a large part
of the political actors today express a determination to reduce such violence,
they must still agree on what sex
work is (and thus reduce a certain number of false current debates) and identify the forms of violence suffered by women, in particular in sex
work off the street. This is the prime
aim of our proposal. The
second is, after identifying and analysing the forms of violence suffered by men and women (forcing women into prostitution)
in sex work, including those linked to
pollution and industrial procuring, is to provide a catalogue of good
practices to fight against this

Together ! Migrant Domestic Workers Act Against Violence Building on achievements and
research of the RESPECT European Network of Women Migrant Domestic Workers (MDW), this project aims to empower MIDWs from 5 Member
States to define and discuss violence and to develop strategies for recognising,
reporting, and managing violence (currently
unrecognised, unreported and invidible). Innovative
drama workshops (held in 5 EU cities)
will facilitate MDWs to share experiences, improve negotiation skills, and
discuss access to multi-disciplinary
support. The violence faced by MDWs
will be publicised through a devised drama
(performed in at least 5 EU cities and at the European Parliament); a video; a
publicity pack for MDWs, media,
decision-makers and service-providers; and a major EU-level conference. The
Network will be
developed and EU-level lobbying will include the Charter of Rights for MDWs

a) awareness raising actions through a campaign on “Violence and women
asylum seekers”; the development
of the European Observatory on Violence against women: the establishment of a
European
“Task-Force” to define the priorities of a European Observatory and to draw
up guidelines for collecting
harmonised and reliable data on violence against women and the monitoring of
polices. This work
will also include consultations with partners in the Member States to consider
the relations between the European Observatory and the national
observation structures relative to violence

develop and implement models of good practices to train professionals working with children on how to prevent violence.
The purpose of the action is to train and make such professionals aware
of the different forms of violence
against children and adolescents, by integrating their point of view in this
psychological, social and
educational process. Prevention
is here seen as a factor for developing capacities and resources specific to
children, that will enable them to
develop and find their place in relation to others, with their rights and responsibilities.
In the short term, it is a matter of identifying models of good practices
in this field; in the medium and
long-term, the action must help develop these practices through a solid,
multi-disciplinary network of
exchanges on a European scale. ----------------------------------------------------- Disabled People's International-European Union Committee Disabled
Girls and Women - Victims of Violence - awareness raising campaign and call for
action Our aim is to empower disabled
girls and women throughout the EU and give them the means with which to organise themselves and combat the violence and abuse suffered,
specifically sexual violence which they are more vulnerable to than any other
group. To do this through
empowerment training, awareness
raising the development of stronger networks and campaigning for political
change. The project will
bring together in a working group nominated disabled women from different EU countries to carry out an awareness raising campaign on
violence and sexual violence against
disabled girls and women, examining the different forms of violence, developing
support strategies and stronger networks. They will develop an Information Kit on Violence against
disabled girls and women, based on material already prepared in Spain.
The DPI Human Rights Network will also be promoted - established to collect data
concerning violence and abuse, and an impowerment
training seminar, run by disabled women, will be organised for disabled girls

aim is to seek, identify and inventory, in all the partner and participating
countries, all the organisations fighting against
the disappearance and sexual exploitation of children. This inventory will be used
to create a practical tool called a “directory” that can be used in the
field, at national and
international level, by governmental and non-governmental actors fighting
against this type of crime so as to
facilitate mutual contacts and operational interventions. In addition, the
detection in the field, of the necessary exchanges of
information and meetings that will be held throughout the creation of the project, could serve as premises for an
international network of professionals
and experts. This work and
this network will tend to improve the efficacy of the fight against this type of crime, which is difficult to counter on an

and implementation of a sustainable awareness raising and Based upon the research of Daphne projects (N°98/028/1/C and
N° JAI.1999/DAP/014/C) on the issue
of sexual abusive behaviour (SAB) in residential institutions for young people,
this new project aims at raising
awareness among policy makers/other stakeholders on SAB and develop the skills of the partners on the approach and prevention of SAB. Activities
include the development and implementation of a training module and manual; the
creation of a support network and the organisation
of 2 advocacy activities at the national level in each of the 6 participating
countries (B, F, ES, I, EE, Pl). IPPF EN will cover all costs related to the activities in Estonia and
Poland, as we want to continue
working in those countries. A European Conference to disseminate the information
and experience will be organised at the end of the project. ----------------------------------------------------- Sveriges Kvinnojourers Riksförbund The aim is to devise a working
model for joint local efforts to support women who have begun the process of leaving their abusers, with programmes for children — who
have often long witnessed violence
— included. The intention of the project is to set up local task forces of key
people at women’s shelters,
government agencies and organisations; draw up local plans and guidelines; train
key people (1 conference) and shelter staff in particular (2 seminars) in
discussion methods etc; print a
presentation booklet and risk checklist; liaise and co-operate with Delegacion
de la Mujer, Cordoba, Spain; and document the project conference and
seminars. The project‘s results will be entered
in international databases and otherwise disseminated in Europe, especially
Spain and Sweden. ----------------------------------------------------- Child Pornography on the Internet-Victim Identification Project The Internet has become the
primary medium for the publication and exchange of child pornography. No reliable information exists about whether the children
abused and pictured in photographs online have been identified and if so whether
these children are aware of the publication
of pictures of their abuse, and have received counselling and support. This
child centred project will seek to
explore these questions through initially looking in detail at a number of
recent cases where children have
been identified, and then reviewing a broader range of material where it is
not known if identification took place at some point by someone in an
official capacity. This pilot study
will offer preliminary advice and guidance to professionals concerned about how
to identify and support children

From Behind the Veil : Muslim Women Across Europe" Research across Europe makes
it clear that it is crucially important to listen to victims and give them
a space where they can talk about their experiences (Morley and Mullender
(1994). The project sets out to do
this by using individual biographies of Muslim women from very different Muslim
communities who have either experienced violence directly or indirectly
or whose children have been the
victims of violence . Their biographies will be collated and written up as case
studies. The biographical case
studies will be anonymised and posted on the internet as a basis for ‘threaded
discussions’ initially between the partner groups of Muslim
women and subsequently through a wider
discussion group. The outcomes of the project will be an interactive web site
and a booklet 'Voices from Behind
the Veil' ----------------------------------------------------- National Institute of Public Health Prevalence
and Health Sequels of Violence Comparable data on prevalence
and health consequences of intentional injuries in EU countries do not exist. Most countries conduct national health surveys that monitor
the health problems of the population.
Up to date, questions about experienced violence and/or sexual assaults have not
been included in the surveys.
Consequently, there is a lack of information about the impact of violence upon general health problems in the populations. Inclusion of
a few standardised questions on violence
and sexual assaults in the national health surveys will allow us to measure both
the prevalence of violence in the
population and the amount of health problems related to violence. The
project aims at
developing and testing the inclusion of 6 standardised questions in a number of
national representative health surveys, and to promote the inclusion of
such questions in future health
surveys as an European standard. ----------------------------------------------------- Developing
an Operational Framework for Mapping the Availability and The framework will be
developed using the insights acquired in an earlier Daphne-project and the
findings of desk research, which development will consist of : a) Formulating criteria and
requirements for the framework. b) Making an inventory of
elements that should be used to build the framework. c) Designing the framework. d) Testing the framework in
the reality of each of the partner countries. e) Obtaining the assesment of
the quality and usefulness of the developed framework. The development should be
followed by a second Phase in which the framework is applied in ten more European countries for which a Daphne application will be submitted

directed towards older women receives little attention, with little known even
regarding the scale of the problem in Europe. Information on abuse of younger women and of older persons in general,
however, would suggest that older women are at particularly high risk of abuse.
Older women with cognitive impairments are at particularly high risk. This project aims to define the scale and nature of the problem in Europe

"Violence Between Bounds" Project is the mobilisation of partners in
the field of analysis of the phenomenon of violence. The intention is to debate
related matters with the help of a number of activities and collect
contributions for: 1) the creation of a network of local, regional, national, and
transnational partners encouraging interinstitutional and intersectoral
intervention and cooperation in favour of the prevention of violence; 2) the identification,
reception, treatment, and study of the phenomenon of violence in the family,
economic, and social context (causes and effects) - Creation of the Violence
Observatory; 3) the publication of results
gathered by the Violence Observatory during the Project duration; 4) the launching of brochures
that break silence, undermine taboos that still prevent the issue from being
discussed in public, and stop women seeing violence against them as a source of
shame and embarrassment; 5) the sensitisation of policy
makers in order for them to develop consistent supported measures designed to
eradicate violence and, more generally, discrimination against women; 6) the promotion of the
discussion and reflection on the phenomenon - Seminar. ----------------------------------------------------- Children
who are Abused and the Law The purpose of this project is
to carry out a pan European study looking at children's rights in the judicial
system, judicial best practice and looking at where reforms can be implemented
so as to avoid revictimisation. The
pilot (preceding the main study) will examine more closely which specific areas should be chosen for more in depth research. Save the Children
anticipates that the study will look
at the following areas: Children's rights in the
investigation process - What should good practice look like? Children's rights during a
trial: e.g. use of video evidence, child witnesses, processes to protect child
witnesses. Does the judicial system
protect and promote the rights of particularly vulnerable groups of children:
e.g. Children in institutions, children with disabilities. ----------------------------------------------------- CONRED

directed towards the implementation of some aspects which until now have been neglected.
The
project will cover the research, study and comparative analysis in various
countries of the situation of immigrant children and adolescents who are
lacking social support networks, or
who find themselves weakened by culture shock due to their displacement. The professionnal environment will be the digital environment that will
allow the participants of the project to work in cooperative, virtual and decentralized way. This
digital environment will not only
be the key tool in the working process but it will become a dissemination tool
of this investigation. The results of this process
will culminate in the creation of a protocol of best practices, with the goal
of establishing a list of specific policies and skills to prevent
violence and encourage the support and

facilities between institutions and NOGs at a European level; To analyse and increase the value of mediation as a
means of preventing violence in
schools and fighting against it; To increase adolescents’ awareness of
non-violence. The activities proposed are: To develop an initial report on violence
perpetrated against or between adolescents
focusing on the analysis of the causes leading to this type of violence; organise days
of reflection
and debate on mediation as a way of preventing violence in the school
environment, to implement training
of mediators, and an awareness campaign regarding violence directed against
adolescents, to introduce a mediation facility in European school
centres, seminars to increase the value
of and publicise the results obtained, and to develop and distribute best

experience to date in practical work and on studies at similar establishments in
the European Union concerning violence against female migrants. Objectives: support of
practical advice provided in women's shelters and via emergency telephone
numbers, intervention centres and psycho-social institutions such as advisory
centres for women and families in areas where such services are
underrepresented; easier access for female migrants. Measures envisaged: - Analysis and expansion of
existing concepts for advisory and help services in the form of a basic modular
model. - Practical testing of
specific modules, e.g. intercultural advisory team consisting of a female
migrant and a female non-migrant. - Compilation and distribution

the tools for it, and promote it among potential information providers (health profession and shelters for women).
The purpose of the network is
to take stock and then monitor and compare medical practices on identifying and monitoring women who are victims of conjugal violence,
and promote the human rights of women. Activities: - Create the information
system of the monitoring network; - Build a network of
information providers; - Organise 5 seminars (1 per
country) to present the network and have the information system evaluated.
The participants
to the seminars are health professionals and members of associations that help

around two central work nuclei: the prevention of violence and the
implementation of palliative support measures for women who are victims of

analyses and training for practitioners involved with parental It is well established that
mental illness in a parent seriously and often adversely affects the child’s
development and exposure to hostile behaviour seems to be the most potent
risk factor (Beardslee and
Podorofsky, 1988; Todd, Reich et al., 1996). Links between mental illness and
domestic violence are complex (Gorell Barnes, 1996). Apart from the
direct risks to children of physical harm (child
maltreatment and death), the direct effects of mental illness on the developing
child include impoverished
relationships (irritability/ hostility with depression; delusionally motivated
violence), issues of neglect and/or
abuse. On the other hand, the professionalisation of caring tasks within the
health,
care and education has been problematic for the childhood carers often
positioning them as experts over
and against parents and informal caregivers (Gopfer, Webster, Pollard and Nelki,
1996). The aims of the cross-national project are: a) To enhance practice and
improve services for families in which mentally ill adults live together with dependent children; b) To raise awareness,
knowledge and skills amongst staff in adult mental health and children’s
services, as well as within primary care and voluntary sector services; c) To increase understanding
of the ways in which parental mental ill-health can impact on disturbed relationships and on children’s welfare and practices of violence. The
project might accomplish these in
stages: a) by establishing views,
perceptions and needs of staff in key services (adult mental health; child welfare; education; primary care; child mental health) and
comparing Greece and England b) by provision and
seminars/training- use of Crossing Bridges (see section overview of the project for further details) identifying its utility for local
services in Greece c) development of local

of women and girls trafficked to the EU; 2. Identify the range of
health and other service providers that could provide services to victims of
trafficking in the UK and Italy; 3. Explore the potential to
provide appropriate and culturally sensitive health services to women and girls
trafficked to the UK and Italy; 4. Develop a Draft Health
Standards and Protocol for Victims of Trafficking; 5. Develop ethical and safety

Violence Against Women : Multi-agency Intervention Our research indicates that
across Europe there are very few support programmes for violent men, in particular those who have not been through the criminal justice system.
The City of Edinburgh Council intends to establish an accessible service for men
who voluntary wish to address their violent
behaviour, which will, innovatively, be integrated within the existing
multidisciplinary work being
undertaken with the City on the issue of male violence against women, children
and young people. The ultimate aim
is to shape future services to reduce the number of women, children and young people affected by male violence. The pilot will include: good
practice exchange with European partners; staff training; testing the
transferability of the Edinburgh approach; establishing a group of local practitioners to go on to develop service provision;
monitoring, evaluating and disseminating

pinpointing the various levels of distress and violence directed against
children in cases of family
break-up; at developing parameters and activity models promoted by the social
services and by the voluntary workers’ groups. The project will
undertake a comparative research project
on the experiences of three European countries, relating to family counselling
seen as support for the family. The study will illustrate in detail
the cases examined, the regulations, the services
offered. The origin of the project is to ascertain the consequences to minors in cases of
family break-up, such as psychological violence, violence relating to
sentiments, denial of rights and, last
but not least, also physical violence. Furthermore these situations might weaken
the defences of the minor so much
so that he/she may become fertile ground for other forms of violence from the outside (from contemporaries etc.). ----------------------------------------------------- ATAV - Action Teenagers Against Violence As researches demonstrates,
teenagers can be passive subjects as much as active and/or testimonial of violence and sexual abuse. The need to develop effective information,
prevention and educational strategy
about it is ATAV’s aim: to hit the targeted audience, teenagers, but also
adults and educators in their primary locations: schools, discos, and
the most used media: television and radio. ATAV's objective is to raise teenagers awareness, to test the media
products in schools and discos, to
evaluate and diffuse the campaign with the partners in Spain, Greece, Italy and
Romania. ATAV is a large
partnership in between public and private organisations, with long experience in
social communication and on
violence. Methods: the researches available in each partner country, are going to be elaborated in the first transnational meeting
conducted with GOPP participative workshop
methodologies, to develop together the media products. Actions: in Italy and
Spain, production of an educational
video, about 15 minutes, and the writing and publishing with the partners of an informative booklet (in 4 languages), both to promote a
campaign in schools and discos.

de la Unión Europea (PROTINTER II) The PROTINTER II project seeks
to put into practise the research study carried out in the DAPHNE PROTINTER project: “The Integration of Services in Child Protection
Systems in the Countries of the
European Union.” The problems which obstruct or
hinder the integration of child care services were detected and analysed in the previous project.
We
are now seeking to carry out a pilot experiment in each of the participating countries (France, Italy, Spain and the United Kingdom)
with the putting into practise of
the conclusions obtained in the final report of the aforementioned project. Therefore, the proposal is
based on the idea of the practical application of an inter-sectorial programme
for DETECTION, DIAGNOSIS AND CARE for families with problems of domestic
violence perpetrated against children and adolescents. Thus, the DAPHNE PROTINTER
1999-2000 will have a natural continuation, currently being developed,
incorporating the proposals (conclusions) which were obtained in the original

women" With this project the
organising partners aim to break through the cultural taboos related to domestic
violence of immigrants (black, migrant and refugee women and girls) at
the grassroots level. More specific:

signs of domestic violence at
grassroots level and ways to prevent of combat this violence. During the time
the project last, it will through
transnational partnership employ a range of new instruments such as: ·educational
training-programme for black, immigrant and refugee women at grassroots level;

ways in running information for battered women and children; ·manual to

main goal of the project is to establish a European wide Information Centre which supports and
networks NGOs and public institutions (public authorities on a national,
regional and local level, research
institutions) and keeps them informed about relevant issues. The basis of this
project is the co-ordination office
of the WAVE Network (since 1996 in Vienna), its database and homepage on the Internet (http://www.wave-network.org) which are an
excellent networking and information source.
In the course of the project the database will be extended to all forms of
violence against women and the
services will also be broadened. Other measures include the sensitising of
journalists, the publication of an information periodical and a brochure
on standards of women’s refuges
in Europe as well as a training course for staff of women’s support services
and a train-the-trainer seminar for training professionals on

involves the setting up a campaign for awareness raising, information and training directed at general practitioners, staff at family planning
centres, outpatients departments
and at gynaecological day hospitals relating to practices of genital mutilation
perpetrated on females. The aim is not only to provide a
medical and specialised approach; what is being
offered involves a new model of
raising awareness in both patients and health workers. Medical staff, especially those working in emergency and in
gynaecological outpatients’ departments are
the first point of contact between the meeting of two cultures and two different
concepts of female identity. The
project therefore concentrates on informing and training the specialised medical
staff, not so much in terms of therapies and intervention for treating
complications and pathologies linked
to the practice of the different FGMs but more in the way of showing that
support of a psychological guidance
type can bring and raise awareness of the violence suffered and help trigger
‘positive imitation’ phenomena among women from immigrated

flow of immigration of unaccompanied children and adolescents to the Member States of the European Union especially from the countries of
Eastern Europe. Under a DAPHNE
project running until the beginning of December 2000, the risk potential for
these immigrant groups and the
scope of existing protection mechanisms are being evaluated. This is done on the basis of case studies in Helsinki, Berlin and Florence. These have
shown that surveys among the
underage migrants concerned are of particular importance for further developing
existing protection mechanisms and
specifically determining what action has to be taken. Such a survey is to be carried out in the present follow-up project. On the basis of the
outcome of these interviews the analysis
of existing protection mechanims should be further developed in collaboration with social
institutions
and non- government organisations and they should be transformed into political

defined objectives to be spread via e-mail and homepage.c) common actions
together with children and youngsters ones launching the Declaration of the Right of
