The White Ribbon Campaign in Europe


The Council of Europe is a political organisation set up in 1949 to promote democracy and human rights continent-wide. It also develops common responses to social, cultural and legal challenges in its 43 member states.

The recognition and respect throughout Europe for the equal dignity and integrity of both women and men are major objectives of the Organisation. It strongly condems all forms of violence against women as violations of human rights.

Over the past decade, the Council of Europe has been very active in promoting studies and research on combating violence against women and raising awareness about this unacceptable phenomenon. For example, a Plan of Action to combat violence against women was drawn up in 1997 and a compilation of legislation existing in the Council of Europe member states in this field has been published. Seminars and conferences have been organised, focusing on topics such as domestic violence and the role of men in combating violence. This latter topic is of particular importance, and initiatives such as The White Ribbon Campaign must spread and be supported.

The Council of Europe is also aware of the need for standard-setting work in this field and is preparing a draft recommendation for the attention of its member states, which will give legal and political guidance on issues related to violence against women.

The international community – especially international organisations such as the Council of Europe – have a major ethical role to play in promoting zero tolerance towards violence against women. By condemning this violence, they can give an important political signal to governments and to policy-makers. Increasing the visibility of the problem is necessary to progress towards a society in which the rights of all human beings are respected.
